We are currently seeking a Vice President of Compliance to join our JLL Multifamily national platform. JLL Multifamily is one of the nation’s largest agency lenders, we connect our clients to a full range of competitively priced, reliable mortgage products for the acquisition, refinance or rehabilitation of affordable and market-rate multifamily communities across the nation. We are a full-service mortgage banker, with loan origination, underwriting, asset management and loan servicing capabilities. ​The compliance team reviews compliance issues/concerns and ensures that JLL Multifamily management, employees and vendors are in compliance with the rules and regulations of regulatory agencies and that policies and procedures are being followed.

Primary responsibilities:

  • Develop, initiate, and maintain policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct and ensure compliance with Agency guidelines
  • Manage the day-to-day operation of the Compliance Program
  • Periodically revise the program in light of changes in the organization, in the regulations  and policies and procedures of government and Multifamily lending agency (Fannie Mae, Freddie Mac, FHA) requirements
  • Oversee development of educational and training program that focuses on the elements of the Compliance Program, and ensures that all appropriate employees and management are knowledgeable of, and comply with, pertinent federal, state and Agency standards as well as industry best practices
  • Oversee the development of an internal Quality Control Program that continually monitors  and evaluates the adequacy and effectiveness of policies and procedures and company adherence within the various business units
  • Act as an independent review and evaluation body to ensure compliance issues related to the organization are being appropriately evaluated and resolved and facilitate investigations pertaining to possible instances of non-compliance or fraud
  • Maintain strong working relationships with regulatory agencies and investors
  • Establish key industry contacts to proactively understand  the current and future regulatory environment
  • Oversee all Agency and servicing related audits and coordinate with the various business units as well as ensuring materials and responses are provided in a timely manner

Responsibilities Include:

  • Creating written policies, procedures, and standards of conduct according to Agency, and Corporate  requirements including but not limited to:
    • HMDA Reporting and Fair Lending
    • Anti-Money Laundering Program
    • Vendor Management Program
    • Business Continuity and Disaster Recovery Plans
  • Developing  and coordinating the participation in educational and training program that focus on the elements of the Compliance Program, and seeks to ensure that all appropriate employees and management are knowledgeable of, and compliant with, pertinent federal, state  and Agency standards
  • Monitoring and coordinating compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends
  • Responding to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Developing and overseeing a system for uniform handling of such violations

Additional Operations Responsibilities:
Member of Operations committee that meets bi-weekly to chart and execute objectives across the JLL Multifamily business.  This committee is responsible for prioritizing operational resources and driving operational efficiencies across the JLL multifamily platform.  Members’ responsibilities include: (a) representing their functional area, bringing priorities to the group and; (b) communicating the committee’s priorities and decisions to their respective teams.  
Qualifications Required:

  • Undergraduate degree in a business related field (i.e. Finance, Accounting, Real Estate, Business)
  • 6 + years of experience in multifamily (preferred) or commercial real estate (all assets types) finance 
  • Familiarity with the Fannie Mae, Freddie Mac, Ginnie Mae and HUD Guides (strongly preferred)
  • Strong leadership skills
  • Proficient in  Microsoft Excel and Word required
  • Outstanding quantitative, verbal, writing, and organizational skills
  • Exceptional time management skills and ability to operate under demanding deadlines
  • Proven experience with team leadership accountability
  • Project management skills
  • Ability to multitask and work on several transactions simultaneously
  • Ability to recognize and mitigate risk
  • Excellent attention to detail
  • Ability to work independently and in teams
  • Ability to travel as needed
