The County of San Diego, Department of General Services (DGS) invites résumés from qualified candidates for Deputy Director, General Services to fill a current vacancy in the Asset Management Division. The Deputy Director, General Services is an executive management classification that is responsible for the management of the administrative and operational activities for a major division including supervision of staff. Under the administrative direction of the Director, DGS, this position provides leadership and oversight of the functions and activities of the Asset Management Division. The position is primarily responsible for portfolio management of the County’s 10-million square feet of owned or leased facilities through two major components, Real Estate Services and Strategic Planning.

THE POSITION: The primary responsibilities are the management of Real Estate Services and Strategic Planning.  Real Estate Services provides acquisition leasing to support County functions, revenue leasing and management of existing property and disposal of excess property, appraisals, survey, mapping, and deed support.  Strategic Planning performs advance planning efforts to develop the Capital and Tenant Improvement/Renovation/Major Maintenance programs, and management of CEQA functions, construction inspection, and program metrics. 

The Deputy Director, General Services, Asset Management Division is a senior-level position with broad leadership responsibilities of all facilities’ needs development from a County-wide perspective, including all buildings and land, leased or owned.  The position is responsible for developing high-level strategies in response to emerging County programs to support the public.  

The primary technical duties include management and leadership of the County’s Real Estate acquisition and revenue leasing efforts and development of the Capital Improvement Needs Assessments (CINA) and Major Maintenance Improvement Projects (MMIP) programs.  The incumbent will develop strategies to align broad County strategies and initiatives with client program and project needs.  The incumbent is responsible for approximately 35-Real Estate professionals, project managers, facilities planners, and other professionals.  The incumbent is expected to interact effectively with senior managers in Real Estate, Construction, Design and Planning, as well as with government officials, boards, internal client departments, citizen groups, and members of the public.  

The Real Estate Division is experiencing a surge in volume and complexity within its portfolio.   Development efforts span from ground leasing properties in Hillcrest and Little Italy, to sale/lease of three full city blocks at the Downtown Courts site.  Recently, a vibrant effort has been catalyzed in the use of County surplus property for affordable housing development.  Build to Suit efforts to fulfill Health and Human Service Agency requirements are moving forward in central and north County service areas.  The County is also in the midst of selling numerous properties in Santee and other areas for residential and commercial use.  These are all new efforts on top of managing approximately 150 active leases where the County is a tenant.

His or her professional experience will demonstrate the following leadership competencies, attributes, and experience:

  • Strong experience and skills as a Portfolio Manager in development and management of major Real Estate and Capital Programs of a broad spectrum of Real Estate and Facilities

  • A track record of proven leadership, direction, and management of multidisciplinary teams including stakeholders, consultants, and contractors

  • Substantial and fully-developed soft skills, including situational leadership with emphasis on teambuilding, coaching and mentoring direct reports and/or project teammates, consensus-building and actively initiating organizational change

  • Demonstrated ability to maintain a global perspective in all activities and decisions

  • A commitment to improving performance and client service

  • Assures the integration of data from many sources before drawing conclusions and taking action

  • A degree in Business, Planning, Engineering, Architecture, or related field and/or licensure or certification is desired

    MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited U.S. college or university or a certified foreign studies equivalency AND five years of experience that demonstrates the ability to perform the essential functions of the classification. Experience must include three years of management level experience and at least one year of supervision; OR a combination of experience and/or education as stated above.

    Notes: A master's degree or higher degree may substitute for a total of one year of experience and cannot be applied to the required one year of supervision. In order for education to substitute for work experience as indicated above, college level coursework must demonstrate progress toward a degree and may be substituted on a year-for-year basis.

COMPENSATION: The anticipated hiring range upon appointment for this position will be $125,000 to $135,000. Placement within this range is dependent upon the qualifications of the successful candidate. Annual salary reviews are performance-based and goal-oriented.

DGS ensures County departments have the necessary work spaces, facility support services, and vehicles to accomplish their business objectives. The Department has approximately 378 employees and is divided into 5 business units, plus an administration unit including human resources, fiscal/budget, and information technology.

  • Fleet Management – Vehicle acquisition, maintenance and fueling services for over 4,100 vehicles.

  • Facilities Operations – Building maintenance, repair, contract support services for County facilities and mail services for departments.

  • Project Management – Vertical facilities planning, design, construction, and inspection.

  • Asset Management – Acquisition, leasing, management, valuation (appraisal), surveying/mapping, and purchase/sale of County property; property management services for county-owned properties; property administrator of leases from external businesses and other entities.Advance planning and development of the Capital and Tenant Improvement/Renovation/Major Maintenance programs, and management of CEQA functions, construction inspection, and program metrics. 

  • Energy and Sustainability – Conservation of energy resources while promoting expansion of renewable sources of energy
