POSITION SUMMARY:

The primary role of the GIS Planner is to assist in the development of and oversee the maintenance/functionality of a Geographical Information System using the ESRI ArcGIS software platform and ecosystem using acceptable industry standard GIS practices.  Also assists in the coordination and acquisition of data with our farming department, outside technical consultants and governmental agencies; preparation of informational maps throughout the department and enterprise; publishing of maps and data to ArcGIS online; and onsite data collection using GPS systems.  In addition to core GIS related tasks, the secondary role of the GIS Planner is to assist Real Estate Department staff in special projects, permitting and compliance projects.        

MAJOR AREAS OF RESPONSIBILITY/ESSENTIAL JOB RESPONSIBILITIES:

  • Assist in the design and development of a departmental GIS and incorporation into an enterprise-wide system; with a focus on the cloud based ArcGIS online platform;
  • Evaluate, organize and digitize existing data and maps;
  • Prepare and import collected data for incorporation into GIS;
  • Regularly monitor and download data from outside sources including GIS data warehouses and regulatory agencies;
  • Prepare and publish informational maps for the real estate department and other departments, as needed;
  • Perform spatial analysis in pursuit of project or department specific objectives;
  • Work with outside technical consultants to assist in data preparation, GIS system design and/or data delivery;
  • Perform field inspections and site visits to verify land information and form accurate representations of physical and man-made environmentsusing GPS data collection devices;
  • Prepare/edit CADD drawings in support of department projects and/or initiatives;
  • Oversee the collection and organization of digital CADD drawings and incorporate into GIS;
  • Collaborate when needed with farming department on various tasks including on-site GPS data collection and map requests;
  • Undertaking of special projects which requires the use of GIS data and analysis;
  • Coordinate permits and approvals for planning and building projects and ensure that required inspections are scheduled and completed;
  • Coordinate with public agencies (ie planning, zoning, building and public works departments) to advance building and/or entitlement permits 

 

REQUIRED QUALIFICATIONS:

Education:   Bachelor’s degree or Certificate in Geographical Information Systems (GIS) or Urban and Regional Planning with an emphasis on GIS is preferred. 

Experience:  3 years of experience using GIS in a land planning, architecture/engineering/construction or farming company is required; however any combination of education and experience that provides equivalent knowledge, skills, and abilities will be considered.  Ideal candidate has worked in the State of California and has basic knowledge of various agency permitting processes. Candidates with more than 5 years are likely over-qualified for this position.

Skills/Abilities:  Ability to organize and maintain data and information to produce high quality, cartographic maps. Highly resourceful in data mining anddata acquisition.  Ability to work independently (unsupervised at times), but also be a strong team player.  Able to function in a dynamic environment subject to impromptu changes in schedules and priorities.  Strong organizational and problem-solving skills with the ability to manage priorities and workflow. Must be willing to travel (California & Oregon). 

Computer Skills:  Working knowledge of ESRI ArcGIS (ArcGIS Desktop and ArcGIS Online required, ArcGIS Server knowledge is a plus), GPS devices and AutoCAD required; Advanced MSOffice skills in Word/Excel/MS Project.
