GENERAL PURPOSE:

Under general direction, develops, directs and executes transit oriented and joint development real estate project transactions using Sound Transit properties which increases transit ridership, creates residential and employment densities at stations/facilities, resulting in financial gain to the Agency; serves as Agency's subject matter expert for implementation of adopted Transit Oriented Development (TOD) and joint development policies and guidelines across lines of business; provides technical support and participates in local, regional and state initiatives to improve land use/transit connectivity; plans for and develops affordable housing opportunities within station areas consistent with state law; leads the TOD Program, including coordinating and managing consultant assignments for a variety of internal clients; and participates on Agency or external committees to address initiatives of broader Agency interest.

 

ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Plans, directs, and manages a program to support and implement agency policies and applicable statutes regarding land use and transit-oriented development. Ensure the program is aligned with agency processes and procedures for project development and delivery. Ensure the program is properly resourced and equipped to carry out all functions necessary to meet agency policy priorities. Ensure the program encourages transit oriented development at all stages of project development and delivery, beginning with planning for TOD during system and project planning.

• Plan, direct and manage the program to address housing affordability within station areas consistent with agency policies, and pursuant to applicable state law.

• Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the TOD division and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.

Establish external and internal partnerships as appropriate to deliver agency and community TOD concurrent with and/or after transit project delivery.

• Represent the agency on boards, commissions, and trade associations with interests and expertise in community and agency TOD.

• Identifies, plans, and organizes staff and consultant resources and approaches for Transit Oriented Development (TOD) Program activities, with an emphasis on Agency surplus real property development. Recruit, train, and lead a team of professional staff to implement the program.

Work effectively across agency departments to align resources and activities to support program implementation.

• Partner externally with cities, partner agencies, the development community, and key stakeholders to implement program.

• Performs essential leadership activities for assigned programs, including management of scope, quality, schedule, costs, personnel, consultants/contractors, contract documents and communications; oversees contractors and assures contract compliance on assigned projects.

Serves as Agency's programmatic leader for implementation of adopted TOD and joint development planning, TOD project development and delivery, and affordable housing planning and development consistent with applicable statutes and polices; serves as team leader, co-lead, or participant on capital projects with work performed by Agency staff, consultants and contractors across agency departments and divisions, providing leadership and coordinated direction, ensuring adherence to quality, budget and schedules.

• Prepares annual TOD Program reports for Board of Directors, the TOD Steering Committee, and external audiences; and provides occasional support for other (non-development) real estate functions, including acquisition and relocation support issues, property or asset management.

• Provides support to the Division/Department on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

 

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelors Degree in urban planning, public administration, engineering, urban geography, or closely related field and eight years of experience in public real estate practice with large-scale capital project experience, right-of-way acquisition, community planning, and building construction experience; OR an equivalent combination of education and experience.

 

Required Licenses or Certifications:

• Possession of a valid Washington State Drivers License.

• May require Commercial Real Estate Certification, Construction Superintendent Certification, and/or American Institute of Certified Planners Certification.

 

Required Knowledge of:

• Understanding, creating, or rejecting market responsive multi-million real estate opportunities within the public sector statutory structure (federal, state, local, and Agency), in the context of the market place, within divergent communities and publics, and in a manner that limits risk and maximizes financial and community value.

• Operational characteristics, services, and activities of a transit oriented and joint development real estate project transactions, real estate acquisition, relocation, property management and disposition.

• Principles and practices of program development and administration.

• Project management techniques and principles.

• Real estate property principles and practices related to the appraisal, acquisition, management, and sale of public real property assets.

• Pertinent federal, state, and local laws, codes, and regulations.

• Negotiation principles and practices.

• Principles and practices of customer service.

• Principles of business letter writing and basic report preparation.

• English usage, spelling, grammar, and punctuation.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

 

Required Skill in:

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Overseeing, coordinating, and managing the services and activities of transit oriented and joint development real estate projects.

• Performing negotiations and effectively partnering with other departments and groups.

• Managing large, complex projects and making decisions in fast-paced, difficult environments.

• Preparing and analyzing complex data and comprehensive reports.

• Maintaining confidentiality and communicating with tact and diplomacy.

PHYSICAL DEMANDS/WORK ENVIRONMENT:

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
