Salary Range: $29.70 - $42.78/hourly; $62,014 - $89,325/annually

Job Summary

This position implements and manages a comprehensive Facilities Management Program for the maintenance, repair, replacement, renovation, remodeling and improvement of the buildings and site infrastructures at Department of Natural Resources (DNR) facilities statewide.

Principal areas of responsibility include short/long range planning and management of facilities and associated infrastructure. This includes hazardous waste management, sustainability efforts and work consistent with the Americans with Disabilities Act. The Facilities Operations Supervisor reports to the Management Resources Facilities Manager and is responsible for direct supervision of staff. This position provides programmatic direction statewide that impacts facility maintenance work, physical plant operations and facility related safety and health concerns. This position provides program direction for facilities staff located in each of the four regions. This position provides first or highest level advice and consultation to the Management Resources (MR) Facilities Manager. This position is advisory to the Facilities Maintenance Committee and participates as an active member on other formal or informal working groups that influence facility management.

This position will manage the annual operational budget for facility repairs and maintenance, development of capital repairs/replacements, project oversight and coordination of facility maintenance plan, development and implementation of a site specific preventative maintenance program. It will ensure a regular comprehensive assessment of DNR's physical plants, including the size, type and condition of the facilities and determine the costs associated with the facility management. This position will manage implementation and maintenance of sustainability initiatives and programs as they relate to physical assets; monitor and improve energy utilization, ensure compliance for hazardous waste management, etc. It is responsible for the administration of support services necessary for effective and efficient program/facility operations, including data collection and analysis, oversight/management of small and large construction/maintenance projects, facility re-design and other strategic and operations projects required to support program and facility objectives that preserves the value of the assets.

Minimum Qualifications:

  • Bachelor's degree in facility management, natural resource management, civil engineering, architecture, or a related field.
  • A minimum of 3 years' experience in project design and construction.
  • Two years supervisory experience that includes managing multiple staff levels including hiring and performance management, budgeting, program coordination, and work planning.
  • Ability to develop and maintain effective working relationships with a wide variety of clientele, both internal and external to the Department.
  • Excellent oral and written communication skills.
  • Organizational and skills sufficient to ensure timely completion of projects.
  • Solid teamwork skills as the position will regularly function as part of a senior leadership group.
  • Demonstrated ability to lead through complexity and constrained resources.
  • Thorough knowledge of the policies and procedures that affect the department such as: OSHA regulations, purchasing procedures, building codes and fire regulations, etc.
  • Knowledge of facilities management, civil engineering, architectures and landscape architecture as they relate to the design, construction and maintenance of facilities and infrastructure.
  • The ability to use Microsoft Office Suite programs and tools (WORD, EXCEL, Access, PowerPoint, plus Visio, SharePoint, Project Management software, etc., and to understand and apply new and better technologies.

Preferred Qualifications:

  • Advanced degree in facility management, natural resource management, civil engineering, architecture, or a related field.
  • Knowledge of the state's budgeting process
  • Knowledge of the state's bonding process and requirements
  • Knowledge of state administrative organization, policies, procedures and state laws regarding purchasing and contracting.
  • Strong ability to analyze and summarize diverse information sources.
  • Additional years of experience in project design and construction

Physical Requirements

Occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls. This job may require walking or standing to a significant degree on rough terrain.

Additional Requirements

This position requires an unrestricted Class D Driver's License with a clear driving record.
