About Our Job

The Bureau of Development Services (BDS) is seeking a Senior Plans Examiner to join our team. In this exciting new role, you will provide direction and support to plan examiners in the Plan Review Division of the Bureau of Development Services.

As our new Senior Plans Examiner, you will:

  • Work to ensure that plan reviews move forward in a timely, high quality and consistent manner by working with plans examiners on plans received or over-the-counter.
  • Provide advice and assistance in the resolution of plan review issues and conflicts that may occur between applicants and plan review staff.
  • Act as liaison to other work groups within and outside of the Bureau of Development Services to help improve the development review process. 
  • Meet the bureau's expectations of providing excellent customer service in an equitable manner to meet the growing needs of the City of Portland's diverse community.

Ideal Candidate Profile

A competitive candidate for the position of Senior Plans Examiner will possess the qualifications/competencies identified in the Position Description above and the knowledge, skills and abilities in this Ideal Candidate Profile. Please be sure to provide sufficient information in your responses to the supplemental questions and your resume to display to our subject matter experts the extent of your qualifications.

To qualify the candidate will possess the following minimum qualifications:

  1. Knowledge of and experience applying the principles and practices of effective leadership.
  2. Ability and experience scheduling and assigning work, training and directing staff.
  3. Skill and experience understanding and explaining technical information, code requirements, City policies and review processes by oral, written and graphic means.
  4. Knowledge of and experience with Oregon Structural Specialty Code and Oregon Residential Specialty Code and current construction practices.

Applicants must also possess:

  • A valid state driver's license and acceptable driving record; AND
  • A State of Oregon Inspector Certification (OIC) within 60 days of appointment; AND
  • A State of Oregon A-Level Plans Examiner Certification or an ICC certification as a Building Plans Examiner; AND
  • A State of Oregon One and Two-Family Dwelling Plans Examiner Certification or an ICC certification as a Residential Building Inspector or Residential Plans Examiner; AND
  • A State of Oregon Fire and Life Safety Plans Examiner Certifications or an ICC certification as a Fire Plans Examiner.

Desired Qualifications

  • Two years of inspection experience working for a jurisdiction and registration as a registered Oregon architect or certified Oregon professional engineer; OR
  • A bachelor or master's degree in architecture or engineering; and Completion of an Oregon Building Codes Division approved course.
