Basic Function

Oversees, manages, and executes all work activities associated with the planning, development, and implementation of joint development and transit oriented development projects adjacent to Metro’s transit facilities for Metro’s Transit Oriented Communities (TOC) Department, as well as support Metro’s transit corridor delivery process in the consideration and integration of TOC principles

Example Of Duties

  • Directs the planning, development, and implementation of joint development and transit oriented development projects
  • Directs, plans, and manages stakeholder outreach efforts with respect to joint development and transit oriented development projects and initiatives
  • Prepares Development Guidelines for joint development and transit oriented development projects
  • Prepares Requests for Proposals, Requests for Qualifications and other similar documents with respect to joint development and transit oriented development projects; coordinates and oversees documents relating to the procurement process and leads an evaluation team that reviews, analyzes, and evaluates development proposals received in response to such procurements
  • Under direction of the executive management, negotiates, reviews, interprets, and executes development related agreements, including ground leases, joint development agreements, exclusive negotiation agreements, reciprocal easement agreements, and covenants; resolves legal, contractual, and technical issues by working with internal and outside counsel on such agreements
  • Analyzes and interprets real estate appraisals, development proformas, project budgets, and other financial information related to joint development and transit oriented development projects and uses such analysis and interpretation to inform negotiation and execution of the development related agreements, including overseeing and working with financial consultants to complete review and negotiation
  • Reviews, analyzes, and interprets development plans and specifications and uses such review analysis and interpretation to negotiate and execute development related agreements; coordinates with other Metro Departments and staff, as required
  • Coordinates within the Countywide Planning Department and with other Metro departments to ensure that joint development and transit oriented development projects meet Metro’s goals and objectives for such projects and do not negatively impact Metro operations or other Metro goals and objectives
  • Coordinates with Metro’s [Program Management Department] to oversee construction of joint development and transit oriented development projects in accordance with Metro-approved plans and specifications
  • Coordinates with Metro’s Transit Corridor Planning and delivery teams to provide feedback on and support the integration of TOC principles into the transit corridor planning process
  • Supports the Transit Oriented Communities Department and senior management in furthering the goals and objectives of the department
  • Conducts all activities in accordance with agency policies, procedures, programs and guidelines, and in accordance with agency policies, procedures, programs and guide
  • Develops, forecasts, and monitors budgets for joint development and transit oriented development projects
  • Provides technical support and guidance to management on Metro joint development and transit oriented development plans, programs, and projects
  • Develops scopes of work for the procurement of design, financial, and other consultants with specialized expertise; analyzes and manages the resulting consultant contracts, schedules, and budgets
  • Develops and delivers completed staff work to ensure quality projects and programs, from inception to close-out, on time, and within scope and budget
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree - Urban Planning, Real Estate Development, Transportation, Business, Public Administration, Planning, Economics, or other related field
  • 5 years of progressively responsible experience in real estate development, community development, land use planning, redevelopment or other related field including two years of managerial experience in real estate development, community development or land use planning
  • Experience performing real estate development activities for a public agency is desirable
  • Master's degree in a related field is desirable


  • Theories, principles, and practices of real estate development, transit oriented development, land use planning, urban design, project management, contract administration and negotiation, and business and public administration
  • Real estate development transactions and public/private partnership deal structuring
  • Principles of community development and public engagement
  • Applicable local, state, and federal laws, rules, and regulations governing real estate planning and development, transit oriented development, and land use planning
  • Financial, analytical, statistical, and mathematical methods and procedures


  • Conceptualize, analyze, manage, and implement complex joint development and transit oriented development projects
