Manager, Land Development

Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. We lead planning in the region with a Regional Transportation Plan that guides the work and investments of the organization. This includes building light transit, bus rapid transit and Regional Express Rail, as well as operating GO Transit, UP Express and PRESTO.

Our Corporate Real Estate Office is seeking two (2) Managers, Land Development to deliver in partnership with internal and external stakeholders transit integrated development projects that are complex and high profile for the Greater Toronto and Hamilton Area (GTHA).

Key Responsibilities:

  • Identifies opportunities and leads new initiatives to develop and/or redevelop Metrolinx properties as a means to generate new sources of non-fare revenue, maximize value from real estate assets, facilitate transit oriented development projects and encourage modal split and ridership growth.

  • Manages real estate and joint venture development proposals from project conceptualization stage to full project realization, and makes recommendations for improvements in support of Metrolinx’s transportation planning goals and objectives by:

    • Leading new development and redevelopment projects for Metrolinx properties.

    • Negotiating real estate contracts from tendering to contract completion (e.g. partnership agreements, lease offers, and agreements of purchase and sale, Letters of Intent, Memoranda of Understanding, partnership agreements, lease offers, and Agreements of Purchase and Sale) to facilitate real estate divestiture and joint venture initiatives.

    • Coordinating the preparation of business cases and various real estate reports.

    • Coordinating the delivery of detailed real estate development implementation and action plans and overall business plans that support specific real estate land value capture initiatives.

    • Managing all components of the project including integration, scope and terms of references, schedule, budget, quality control, project teams and stakeholder interests, stakeholder and media communication, risk, procurement and overall project reporting.

  • Participates and presents at development industry event, and meets with the development community on a regular basis to provide information on Metrolinx’s real estate development opportunities.

  • Liaises with municipal, provincial and federal government organizations and agencies, contractors and special interest groups to formulate and develop plans for procurement and divestiture of properties.

  • Leads the formation of a Metrolinx interdepartmental land development committee as a means to address all land development, redevelopment, and joint venture opportunities.

  • Represents Metrolinx on land development issues and acts as the primary contact to the development and real estate communities when developing and redeveloping properties.

  • Liaises with external consultants regarding land development and provides expertise pertaining to plans, designs, and project management; negotiates with stakeholders to identify and eliminate obstacles to land purchase, development, sale or lease.

  • Develops corporate policies and procedures related to land acquisition, disposition and land development, and ensures compliance with policy once adopted by the Board of Directors.

  • Develops operating policies, procedures, and best practices, and provides overall strategic direction in the attainment of divisional objectives, including continued operating efficiencies.

Qualifications:

  • Completion of a degree in Business Administration, Urban and Regional Planning, Urban Land Economics, Land Development or a related discipline or a combination of education, training and experience deemed equivalent; a Masters’ Degree in a relevant field would be considered an asset.

  • Minimum eight (8) years’ progressive experience in real estate and/or land development with previous direct involvement in land development, redevelopment and/or joint venture projects.

  • Professional accreditation/affiliation in real estate, land development or a related field would be considered an asset.

  • Participation in industry associations and an established network of contacts within the land development community is an asset.

  • Breadth of commercial real estate experience across multiple real estate disciplines (e.g. land development, property management, leasing, site acquisitions and dispositions, strategic real estate planning, facilities management, real estate finance, and asset management).

  • Leading and managing project development and progress, related staff and project resources; monitoring project activities for adherence to timelines, and monitoring project performance results.

  • Ability to interpret and adhere to relevant rules, policies, procedures and legal requirements.

  • Ability to demonstrate tact, diplomacy and problem solving when negotiating contracts for development or redevelopment of properties.

  • Strong interpersonal and communication skills (oral/written/presentation) to deliver professional presentations to senior management.

  • PMP (Project Management Professional) certification is an asset.
