Position Summary:

 

The Director of Facilities and Asset Management is a systemwide corporate leader, advocate, and steward for the roughly 130 million square feet of University built space. This position advocates, develops, and supports long term strategies and programs for capital renewal, deferred maintenance, and capital program performance , including the development and revision of congruent system-wide policies and procedures relating to the operation and maintenance of University facilities.

 

The position advocates for adequately funded preventative maintenance and on-time renewal programs as well as works to assess, quantify, and reduce the backlog of deferred maintenance (DM) projects. This position will lead development and implementation of the Integrated Capital Asset Management Program (ICAMP) with a staff of four professionals.

 

This position will manage ICAMP to migrate legacy space and asset data, and oversee populating asset inventory data into the new enterprise platform, and develop the essential functional requirements of ICAMP that will (i) demonstrate feasibility and scalability, (ii) minimize investment risk and deployment time, and (iii) capture key-learning's. The position will develop and consolidate system wide facility condition to support comprehensive validated funding requests to address capital renewal and deferred maintenance on an ongoing basis.

Duties

 

Duties  Function  (%)

 

Duty 1: Directly, and through supervision of reporting professionals, develop and institute new processes and procedures required to implement UC Regent and Presidential directions and policies concerning facilities management.

 

Advocate for the stewardship of existing and future UC building stock, through mechanisms such as adequately funded preventative maintenance and on-time renewal programs, strategic tools, and models to reduce the immense backlog of deferred maintenance projects.

 

Develop systemwide consensus on methodologies and lifecycle decision-making.

Duty 2: Act as systemwide owner representative and champion, implementing the enterprise software and operational structure of the Integrated Capital Asset Management Program (ICAMP).

Duty 3: Represent the campus and Office of the President facilities perspectives in collaboration with Energy and Sustainability, Capital Planning, Planning and Budget, External Relations, Capital Markets Finance, Strategic Sourcing, and Design and Construction Services, and Office of General Counsel.

 

Act as the primary source for timely, high quality advice and consultation to campuses and facilities stakeholders. Provide accurate solutions to policy and procedure issues.

 

Represent UC on the Systemwide Partnership for Performance committee and provide systemwide perspective for the committee's efforts to develop facilities benchmarking criteria for the University and other California institutions of higher education.

Duty 4: Serve as a liaison between systemwide labor relations office and campus facilities departments to keep stakeholders informed of interactions and agreements with systemwide internal union representation (e.g. AFSCME custodial).

Job Requirements

 

Bachelor's degree and/or equivalent experience/training in

architecture, engineering, urban design, city planning,

landscape architecture or equivalent.

Required

 

A minimum of 15 years in any combination of design, construction, and facilities lifecycle management with demonstrated progress of increasing responsibilities.

 

Thorough knowledge of facilities management, preventative

maintenance, and strategies to address long term deferred

maintenance liabilities.

Thorough financial, budgeting and cost management skills,

including stakeholder interaction with divergent viewpoints

and interests.

Excellent organizational skills including skill in consistently and effectively meeting budget and time deadlines.

Excellent skills to lead, direct and manage personnel including selection, training, evaluating and as required taking corrective action.
