  • Supervise one or more Assistant Community managers and Maintenance Groundskeeper staff
  • Participate in community related events such as the Neighborhood Watch program
  • Network with local government officials including law enforcement and fire safety professionals
  • Verify resident income, collect rent, security deposits and make bank deposits
  • Approve expenses according to company policy and ensure correct accounting practices
  • Assist Property Manager with annual and monthly budget and monitor fiscal status accordingly
  • Process re-certifications on time and maintain accuracy of files (annual and interim)
  • Process all invoices according to company policy and submit to Accounting for payment
  • Manage delinquent accounts and resident receivables and manage the site’s petty cash fund
  • Assist in the completion of the annual Welfare Exemption documents
  • Assist Property Manager with compilation of data for quarterly Replacement Reserve Draws
  • Complete timely security deposit reimbursements
  • Keep current with compliance and regulatory requirements (e.g. Fair Housing, HUD, TCAC, COS and ensure property and staff are in total compliance with guidelines
  • Maintain required property files including waiting lists and software data files
  • Assist with completion of MOR/TCAC reviews
  • Establish, execute and monitor a preventive maintenance schedule for each property in liaison with Facilities Coordinator
  • Coordinate  periodic interior and exterior inspections with Preventive Maintenance Lead and maintain all property files accordingly
  • Conduct daily inspection of property to identify maintenance issues in need of correction
  • Initiate maintenance work orders and monitor repair status toward completion of project
  • Ensure all work orders are documented and completed in a timely and efficient manner
  • Ensure turnover of vacant units in 3-6 days
  • Maintain curb appeal by achieving satisfactory performance ratings on grading form – provide cost effective solutions for maintenance  
  • Keep property in compliance with fire and safety code, hazardous materials regulations
    and OSHA
  • Maintain property Material Safety Data Sheet (MSDS)  records
  • Maintain updated map of the location of all utility routing and cut offs including water, gas, sewer electrical, telephone and TV
  • Insure that purchased maintenance supplies adhere to MidPen quality specifications
  • Ensure security and confidentiality of all residents and MidPen files
  • Ensure emergency preparedness procedures are in place and communicated to residents in case of a natural disaster or fire
  • Ensure fire extinguishers are inspected and in working order
  • Identify and resolve site security issues and complete incident reports within 24 hours of notice
  • Complete employee accident reports and send documentation to HR
  • Adhere to MidPen’s business ethics and Code of Conduct Policy
  • Conduct building site, policies and procedures orientation for new residents
  • Respond effectively  to tenant complaints and provide timely problem resolution
  • Process evictions in compliance with regulatory guidelines and court orders
  • Enforce resident lease and house rules while maintaining a high resident satisfaction rate
  • Attend resident and owner meetings
  • Maintain standard business operating hours
  • Participate in staff hiring decisions
  • Conduct orientation of site operations for all new employees
  • Performs other duties as requested 


  • Associate degree, certificate of completion from a trade school or two or more years of related experience or training
  • Possess three or more years of multi-family residential management experience;  must have at least three years of affordable housing experience including properties with multiple regulatory agency compliance requirements
  • Tax Credit Specialist and Certified Occupancy Specialist certified
  • Must have two to three years of supervisory experience
  • Current knowledge of Fair Housing laws; required to pass FHA test within first 60 days of employment
  • Demonstrate competence with Microsoft Word, Excel, Outlook and in Boston Post
  • Ability to pass basic business math test with passing score of 75%, e.g. add, subtract, multiply, divide and calculate percentages
  • Knowledge of basic accounting skills and ability to interpret financial reports
  • Ability to prepare and present effective communication and correspondence to peers and upper level management
  • Ability to analyze complex situations while making sound decisions and balance competing priorities under  a deadline
  • Take proactive measures to prevent problems from occurring or re-emerging
  • Detail-oriented and strong organizational skills
  • Possess a valid California Driver’s License, auto insurance and reliable transportation
