Workday/Hours: Monday - Friday / 8:00 a.m.- 4:30 p.m. This position is devoted to management of land, buildings and right-of-way including the acquisition, disposition and management of City property and facilities. This is a senior level, advanced professional position performing a wide range of difficult and complex tasks and project management, which includes the review and revising of legal agreements such as inter-local agreements, leases, deeds and development agreements. Responsible for managing and administering special projects that involve larger and more complex real estate transactions; serving as lead and project manager for large projects involving developers, other governmental units and corporate entities; performing quality control and quality assurance on legal documents; collaborating on projects with other governments and agencies; serving on City-wide committees representing the department; serving as point of contact and facilitator for resolution of real estate-related matters, including matters related to pending or threatened litigation; reviewing contracts and other real estate documents; ensuring quality assurance for the real estate division; providing guidance to staff on interpretation of contract terms and provisions; and assisting with the more difficult real estate inquiries from the public. Duties/Responsibilities Manages and administers special projects involving larger, more complex and/or politically sensitive real estate transactions; develops project plans; coordinates with other governmental units, corporate entities, and other interested parties; provides guidance to staff on the interpretation of contract terms and provisions; identifies and recommends solutions to mitigate project risks; and identifies appropriate documentation to support decisions, mitigate risk and maintain project records. Coordinates the preparation of, and/or prepares, reviews, maintains, and/or approves legal and related documents such as agreements, deeds, and leases; drafts researches, compiles, analyzes and presents information; develops and makes recommendations; provides professional consultation and expert advice to staff and other parties; and reviews and approves documents for quality and adherence to policies and procedures. Coordinates with and serves as a liaison to the public, City Council, and other City departments, and/or external agencies; serves on citywide committees as a department representative; collaborates on internal and external projects; and resolves complex real estate issues, including those related to pending or threatened litigation. Managing public projects, to include facilitating large-scale development projects with partners and serving as an expert on Economic Development land transactions and disposition. Serving as facilitator for downtown projects. Developing the Strategic Plan refresh. Creating and implementing plans for public art in projects. Serving as the City’s expert providing advice and counsel to other City departments. Minimum Qualifications & Experience Bachelor’s degree "or" equivalent. Two years of progressively responsible real estate legal experience in assignments involving work such as contract administration, real estate, and/or commercial real estate. North Carolina Real Estate Broker’s License. Valid, unrestricted, North Carolina driver's license "or" if you currently have another states driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire. Additional Preferred Skills Master's degree preferred. Experience in coordinating and implementing complex projects with multiple stakeholders, tasks, timelines, and resources. Experience in reviewing, interpreting, and analyzing documents with complexity, legal language, and/or nuanced details.
