About the CEO
Erin Rinehart serves as the City Manager for the City of Carrollton, Texas, a role she has held since January 2017. With more than two decades of service to the City, Rinehart has played a vital role in Carrollton’s growth, innovation, and commitment to delivering high-quality municipal services.
Rinehart first joined the City of Carrollton in 2003, steadily advancing through leadership roles, including Budget and Management Analyst, Assistant to the City Manager, Workforce Services and Civil Service Director, and Assistant City Manager. Her extensive background in public administration, combined with her deep understanding of Carrollton’s operations, has made her a key driver of the City’s strategic initiatives and operational excellence.
Under Rinehart’s leadership, Carrollton has continued to earn recognition as a premier community in North Texas, known for its strong neighborhoods, diverse economy, and focus on efficient, customer-centered services. She works closely with City Council, staff, and community stakeholders to enhance quality of life, ensure responsible financial management, and support long-term planning efforts that position Carrollton for future success.
Rinehart holds a Master of Public Administration from Texas Tech University and began her municipal career in the City Manager’s Office for the City of Lubbock. She is an active member of the Texas City Management Association (TCMA) and has served as President of the Urban Management Assistants of North Texas.
