Community HousingWorks is seeking a Chief Operating Officer (COO) in San Diego.

Reporting directly to the CEO, the COO is the internally-focused leader who ensures that CHW lives into its values, implements its organizational strategic plan, and is viable and strong for decades to come.  Working in close and continuous collaboration with the CEO, the COO is responsible for driving the plans, metrics, and accountability systems, as well as the inter-departmental team structures, and communication and information systems that synergize CHW’s work.

The COO ensures that CHW is a high performance, value-centered workplace with a collaborative culture and staff.   Working within a matrix management structure, the COO has direct oversight of Asset Management, Resident Services (Achieve), Human Resources, Information Technologies, and Business Intelligence.  The COO also has operational oversight of Housing & Real Estate (HRED) and Philanthropy & Community Engagement (Advancement), with the CEO providing content and program leadership for these departments.

The COO coordinates collaborative initiatives and ongoing activities among the organizational leadership in accordance with the strategic plan, and drives strong cross-team systems to lead change, remove obstacles, and create organization-wide energy.  The COO ensures that the collective vision for CHW is fully implemented in the most effective and efficient way possible.

Essential Duties and Responsibilities: 

Lead, Manage and hold Accountable (LMA) the Achieve and Asset Management Leaders, and in coordination with the program supervision of the CEO, provide operational supervision of the HRED and Advancement Leaders – (30%)

Deploy work planning, and accountability and metric systems – implementing these efforts through the LMA of Business Intelligence – (25%):

  • Establish and maintain quarterly and annual planning and work progress processes at the department, COO and Board levels, creating integrated One-Page Work Plans across the organization.
  • Assure creation and use of simplified metrics/Scorecards and priorities at department, COO and Board levels that allow transparent evaluation of progress on strategy and One-Page Work Plans, and assure accountability down to the individual staff level.

One CHW – Foster interdepartmental team and individual department structures, processes, communication and information systems – (20%):

  • Assure implementation of efficient and effective interdepartmental team and department structures, and documented processes and procedures.
  • Assure and maintains an efficient system of filing systems and internal information storage.
  • Employ an active Business Intelligence research and engagement strategy in order to regularly assess the effectiveness of CHW’s actions and identify new industry best practices for implementation.

Ensure a high-performance, value-centered culture and staff – implementing both overt and subtle strategies through the LMA of Human Resources – (15%):

  • Drive a high-performance, value-centered culture and staff, with measurements including improvements in staff engagement (including values knowledge and organizational knowledge), team meeting assessments, and recruitment/retention.
  • Assure culture-deepening initiatives and initiate honest and critical conversations about culture.
  • Act as the senior-level advocate for all team members to the CEO and executive team, leaning in to hear staffs voice.
  • Identify and implement a CHW compensation philosophy and related systems for annual compensation budgeting and awards.
  • Assure strong internal communication, including quarterly energetic staff town halls that move annual initiatives.
  • Oversee a world-class and efficient Human Resources department that manages risk and compliance effectively, and supports talent acquisition, learning and development, performance management, compensation and benefits, HR information systems, and succession management.
  • Oversee, through HR Director, management of central facilities, off-site staff workspaces, and administrative services that support staff effectiveness.

Advisor and coach to the CEO and department leaders – (10%):

  • Serve as trusted advisor and collaborative partner to the CEO and other CHW leaders. Facilitate collaborative and creative team meetings.  Create, as needed, written recommendations, reports, procedures, infographics and other communication tools.  Attend board and committee meetings to advise and present alternatives.
  • Provide coaching, vision and oversight to Resident Services and Asset Management departments to assure performance to plan and budget.
  • Collaborate closely with the CFO, providing a holistic approach between the organization’s financial sustainability and operational excellence.

Education and Experience: 

  • MBA or other advanced degree; Bachelor’s degree accepted with additional relevant work experience
  • 10+ years of professional experience leading asset management, real estate teams, or social services in the private or non-profit sector, with at least 2 years in senior leadership
  • Experience in multi-family real estate preferred
  • Exceptional organizational and communication skills
  • Proven track record of successful change management and process/performance improvement, in a complex and growing organization
  • A patient listener with a servant-leader approach and an urgency for excellence
  • Must be comfortable in a nonprofit social enterprise, ready to passionately commit to CHW’s mission: Provide and build life-changing affordable apartment communities with resident-centered services for working families, seniors, and people with disabilities to forge stronger futures.
