Summary of Responsibility:

The Regional Lease-Up Property Management Specialist (RLPMS) is a 12-18 month position that leads the day-to-day operations of the assigned community, and is responsible for the overall performance of the communities effected through: targeting and rapidly increasing effective marketing and occupancy, monitoring monthly financial statements, positive interaction with team members and residents, building on current renovation to enhance curb appeal of communities, development of managers, preserving the assets, meeting budgeted financial goals and achieving operational performance objectives, providing a quality living environment for residents, and creating an effective community team that will cohesively graft into the company management portfolio.

This position will specialize in the lease-up of the assigned community under renovation through stabilization. The RLPMS is critical to building and implementing an environment that maintains the level of service defined as the Dominion standard: resident-focused, efficient, hands-on, and customer-driven. A successful candidate in this position will have property management experience from renovations of aging assets to revitalizing and stabilizing occupancy.

Essential Duties:

  • Provides overall direction and supervision of day-to-day property management of the assigned community, establishing effective property management practices and marketing, monitoring that all policies and applicable procedures are ingrained into these practices, and works with Dominion Group to move the community toward a healthy migration of internal management.

Marketing:

  • Monitor community rental activity, occupancy, and sales, to create effective marketing outreach and advertising plans. Develop team members to be effective in customer contacts and create a plan that improves closing.
  • Create processes for the assigned community to monitor daily movement reports, verify accuracy and completeness of leases, and follow up daily on notices to vacate seeking possibility of renewal. Ensure timely processing of move-outs.
  • Ensure the community is tracking traffic sources and following up on customer status.
  • Ensure, through monthly audits, all residents are on a current lease and that the lease expiration, rental increases, and established qualifying standards are strictly adhered to.
  • Monitor compliance with Fair Housing regulations, HUD regulations if applicable, and other laws as they relate to property-specific guidelines and occupancy standards.
  • Review resident retention programs and modify them to meet resident needs & improve retention.

Fiscal:

  • Responsible for achievement of net income, revenue growth, rent collection, and property financial performance goals.
  • Implement methods that ensure accuracy and timely preparation of leasing activities, A/R cash receipts, statements of disposition, A/P invoices, monthly closing procedures, late fees, and renewals.
  • Monitor accurate and timely preparation of various community financial statements.
  • Establish consistent processes to reduce loss by ensuring daily deposits, contacting residents to collect unpaid rent, collecting late charges, processing unlawful detainees & filing evictions, preparation of collection documents, and court appearances are being adhered to by the community.

Service/Safety:

  • Create a consistent schedule and process for regular inspection of all facets of the property that will capture the overall condition of the community.
  • Inspects units for move-in condition and turnover status, including determining damages and cleaning fee charges for move-outs, as well as annual renewal walk-thru.
  • Train and develop property level staff to handle all customer service calls at the property level and work to effectively resolve escalated issues.
  • Build and maintain strong resident rapport.
  • Lead and direct maintenance to ensure work orders are completed efficiently, and curb appeal standards are met.
  • Maintain security measures, ensuring proper incident documentation and notification to management.

People Development:

  • Recruit and select team members to build an effective and service-oriented community team.
  • Train, coach, and mentor team members; ensure team members receive the necessary training to adhere to the policies and procedures.
  • Hire and develop a Property Manager to follow approved policies and procedures and ensure all other team members follow the same.
  • Work with Human Resources to establish performance management for staff and make recommendations for changes to staff status.
  • Be a highly visible, hands-on leader who leads by example.
  • Perform other duties as required.

Education, Experience, Licensure/Certification, Age Requirements:

  • College degree (BA or BS) or equivalent years of experience.
  • ARM, CPM, CAM, CAPS, or other applicable industry designation is preferred.
  • Five (5)+ years of Property Management experience preferred, preferably in a multi-family environment.
  • 3+ years of direct supervisory experience
  • Experience with property renovations and revitalization highly preferred
  • Knowledge of budgets & financial statements.
  • Proficient computer skills including Word and Excel, Yardi, customer service, and marketing experience.
  • Working knowledge of eviction law, Fair Housing mandates, and other legal issues affecting property management.
  • Excellent English communication skills, both verbal and written.
  • Excellent customer service skills.
  • High level of professionalism and enthusiasm.
  • Ability to manage multiple tasks concurrently.

Physical Demands/Working Conditions/Environment:

  • Capable of working long days on a frequent basis.
  • Capable of pushing, pulling, or lifting up to 25 lbs.
  • Occasionally required to climb, kneel, crouch, bend, reach or crawl.
  • Additional physical demands include: being outside/walking across the property in various weather conditions, on feet for an extended period of time, walking up and downstairs, and climbing a ladder.
