CURRENT VACANCY IS IN THE REAL ESTATE & ASSET MANAGEMENT DEPARTMENT. 

 

Minimum Qualifications:

Bachelors Degree in Civil Engineering or a related field required; Supplemented by five years of progressively responsible experience in Facilities and Transportation Administration to include lead or supervisory experience and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities:  Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:

The purpose of this classification is to perform duties related to planning and executing facility maintenance programs, including custodial and grounds maintenance activities, including overseeing the maintenance of County facilities; reviewing and approving expenditures; ensuring that facilities are in compliance with federal, state, and local building mandates; approving the selection of contractors; and managing assigned staff. Administrator, FTS Buildings and Grounds plans and executes facility maintenance activities in a large geographical area of Fulton County.
 

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; making hiring or termination decisions/recommendations; and administering disciplinary action as required.

Oversees the maintenance of County facilities, including mechanical, electrical, and structural systems, in addition to custodial and grounds activities for assigned facilities, including the North and South Fulton Service Centers.

Monitors and responds to concerns from Department Heads, Appointing Authorities, administrators, and staff to ensure that building maintenance needs are met.

Monitors contractor's performance; reviews and approves expenditures to ensure assigned division remains in compliance with contract specifications.

Approves the selection of service contractors and supply vendors for the execution of maintenance, custodial, and grounds maintenance activities.

Ensures that assigned County facilities are in compliance with applicable state and federal building regulations, such as the Americans with Disabilities Act (ADA), Clean Water Act, and Clean Air Act.

Assists in the development and administration of assigned operating budget.

Oversees the development and implementation of various departmental projects.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span oneor several work units.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
