The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions.

The RES Leasing unit is responsible for finding space for City agency operations and negotiating leases on behalf of the City as a tenant in buildings that are privately-owned. Under certain circumstances, Leasing is assisted by firms known as Tenant Representatives that are engaged to represent the City to locate appropriate space in various markets. Leasing's mandate is to negotiate cost effective leases and license agreements on a timely basis that also satisfy the client agency's requirements and conform to the City's policies and procedures. The position of the Transaction Manager requires both the negotiation of cost effective leases and license agreements, as well as overseeing the Tenant Representatives as they also seek to fulfill these tasks and needs.

Job responsibilities include, but are not limited to:
• Identify site(s) deemed suitable to satisfy the program requirements for the client agency's location and program requirements, and prepare market analysis reports, either individually or using Tenant Representatives;
• Negotiate cost effective terms and conditions for commercial lease and license transactions, and prepare and review real estate acquisition documents;
• Conduct due diligence investigations and evaluate proposed lease terms;
• Manage the entire lease-to-execution process efficiently and effectively to ensure all agreements close on time;
• Leverage disciplined research skills and business acumen to negotiate and execute leasing transactions;
• Oversee all aspects of our client agencies’ transactions from project funding to lease execution, keeping the client fully informed on project status; next steps, potential or existing problems, budgets and risk mitigation;
• Regularly update and maintain communication with clients, agents, landlords, etc.;
• Work cross-functionally with the Portfolio Planning & Management, Design & Project Management, Financial Services, and Executive Office teams to ensure project success;
• Drive the transaction process to ensure that cost-effective deals are progressing quickly that meet the respective client agency’s criteria;
• Accompany client agencies while conducting site visits;
• Complete, and/or review transaction documents/paperwork/forms for completeness, accuracy and adherence to local laws and agency standards;
• Prepare and maintain project schedules either individually or using Tenant Representatives;
• Initiate and maintain project status reports in DCAS Real Estate Services data systems, for assigned projects;
• Other duties as assigned by supervisor in support of the mission of DCAS Real Estate Services Line of Service.

Preferred Skills:

• Demonstrated knowledge of the New York City real estate market and commercial leasing trends

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
