SUMMARY

Manage FMS Technical Staff including FMS Administrators, contracted staff as needed to meet the goals and objectives of the department. Manage FMS budget, vendors, purchasing, building maintenance and repair, inventory control, security administration branches, project management, and space planning for the entire portfolio. Ensure daily assigned service tickets are appropriately assigned and completed. Assist VP FMS with other duties including property management, budgeting, life safety, and contract services administration.  Acts as backup for Manager FMS Administrative Services and Vice President FMS as needed.

 

SUPERVISORY RESPONSIBILITIES

  • Manages assigned staff and is responsible for the overall direction, coordination, and evaluation of assigned staff.  
  • Carries out management responsibilities in accordance with the organization’s policies and procedures. 
  • Responsibilities include interviewing, hiring, and training employees, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
  • Additionally this position is responsible for managing member interactions as they arise in a professional and courteous manner. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING.

  • Effectively manage company property portfolio of the Credit Union. This includes interacting with tenants, landlords, and occupants to ensure that assets are managed effectively and securely.
  • Work with Vice President Facilities and with senior management to define and manage new projects (remodel design, new branch design, and branch locations).
    • Assist Vice President in the development and management of large facility projects budgets and schedules.
    • Manage facility projects including building improvements (paint, parking lot maintenance, process improvement and signs, etc.)

  • Assists the Vice President with in-house space planning efforts and building inspections.
    • The Technical Facilities Manager provides tactical support and is responsible for planning and managing all space usage related modifications to SAFE facilities, including but not limited to space planning, facility master planning, interior space modifications (non-structural), space needs and utilization analysis and space programming.  
    • Manages the development and maintenance for space utilization and database of current space allocation by department.
    • Develops the authority wide Workplace Guidelines and Standards, Furniture Standards & Finish Materials Standards.
    • Facilitates meetings with all SAFE departments for the purpose of programming and forecasting each department’s space allocation / needs, negotiating space turn over, move management, and space needs assessment, working with department heads/designees.
    • Investigates, analyzes and proposes solutions to space related problems in the areas of building design, accessibility and safety. Devises solutions and prepares recommendations to correct problems.
    • Performs timely and accurate reviews of construction documents to ensure compliance with approved general plans, SAFE standards and applicable codes.
    • Develops and generates authority wide reports on space allocation, space utilization analysis, or other space needs as required.
    • Provides expert advice, guidance and consultation to SAFE’s senior management on space utilization & allocation.
  • Manage G/L accounts to budget, including monthly variances and annual budgeting.
  • Manage facility related vendors. Select vendors, monitor them for quality, price and service, via regular meetings and performance evaluations.  Ensure all contracted services are competively bid and Facility Services Agreement is completed as needed.
  • Maintain good record keeping and ensure all staff does as well.
  • Act as liaison to public utility, environmental, and energy agencies.
  • Shared responsibility for management and oversight of the service ticket system and assigns work tickets to appropriate staff. Follows up on tickets not conforming to established Service Level Agreements (SLA), prepares statistical reports on service.
  • Shared responsibility for Management of FMS related contracts including the formulation and coordination of program specifications and requirements for proposals and contracts, and all associated documents.
  • Shared responsibility for management of SAFE real properties (leased and owned) to achieve fire life safety regulatory requirements and corporate security standards.
  • Develop review and publish FMS procedures and policies as necessary.
  • Assists VP FMS with review and approval FMS invoices and resolves vendor billing problems.
  • Assists VP FMS with new software and hardware selection purchasing and implementation relating to the FMS department.
  • Support business continuity plan by assisting with management and update of disaster recovery plans and other business plans.
  • Completes other duties as assigned.

 

 

 

 

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE                          

Graduation from an accredited college or university with a Bachelor's Degree in Construction Management, Architecture, Civil, Electrical, Mechanical or Industrial Engineering. A minimum of eight (8) years of progressively responsible experience in architectural design and commercial Facilities Management, demonstrating increasing responsibility.

Or, an equivalent combination of post high school education in one of the aforementioned fields, and more than ten (10) years of progressively responsible experience in architectural design and/or commercial Facilities Management.

IFMA (International Facility Management Association) or BOMA (Building Owners Management Association) membership desirable.

Project Management Professional (Project Management Institute) certification desirable.

Knowledge of, and experience with one of the leading FM software suites, such as “FM Systems”, NetFacilities, or “Archibus” desirable.

CERTIFICATES, LICENSES, REGISTRATIONS

  • IFMA, BOMA, PMP, CFM, etc. desired
