Job Description
The Position
The City of Oakland is an equal opportunity employer that values workforce diversity, inclusion, and equity. Oakland has a long history of activism around issues of justice and equity. Both oppression and this resistance to oppression have shaped the city’s historical roots and the lives of its residents to this day. As public servants in one of the most diverse cities in the nation, we strive to develop employees who understand the harm and impacts of systemic inequity to create lasting, meaningful outcomes for everyone. Oakland strives to establish an environment that embraces the richness of culture, community, and individualism of employees.
Why join the City of Oakland Economic & Workforce Development Department’s Real Property Asset Management Division?
The Economic & Workforce Development Department’s Real Property Asset Management Division is responsible for managing the City’s portfolio of real estate assets, agreements and transactions on behalf of all City departments.
The Real Estate Division plays a critical role in delivering a broad range of public services and advancing urgent policy priorities, such as addressing homelessness, catalyzing affordable housing development, activating public spaces to serve the community, and advancing racial equity.
The Real Property Asset Management Division presents a unique opportunity for an experienced real estate professional to serve our community.
The Real Estate Agent position involves mission-critical real estate transactional work in a supportive team environment. The position reports to the Supervising Real Estate Agent. The Real Estate Agent performs a broad range of duties which require independent judgment involving real property valuation, acquisition, disposition, leasing, licensing, right-of-way acquisition, asset management and property management for all types of real property.
We are looking for someone who is:
- An experienced real estate professional. You understand how to manage a wide variety of real estate matters.
- A problem solver. You search for solutions. You take the initiative to identify and address challenging issues, generate recommendations, and/or take appropriate steps to attend to those issues.
- Adept at interpersonal and negotiation skills. You will work with people all day long, from City employees, to landlords and tenants, to members of the public. Negotiating real estate agreements, such as licenses, is a core activity.
- An excellent written and oral communicator. You are a highly skilled communicator, and able to deliver accurate, clear, and concise information.
- Responsible, trustworthy, and accountable. You follow through and bring assignments to completion.
What you will typically be responsible for:
- Negotiating leases and licenses of City property to third parties, often non-profit community-serving organizations.
- Monitoring leases and licenses to ensure timely payment of rent, exercise of notices, and maintain positive landlord/tenant relations.
- Negotiating and managing the acquisition or disposition of real property.
- Drafting letters of intent, purchase and sale agreements, leases, licenses, rights of entry, and other standard real estate documents.
- Reviewing appraisals, title reports, environmental and other due diligence documents.
A few reasons you might love this job:
- You will feel rewarded being part of a team that enables the City to deliver services and projects that directly impact the community.
- You will experience a sense of satisfaction performing work that is fast paced, varied, and never dull.
- You will have the opportunity to practice real estate without the pressure of sales commissions.
- There will always be more to do than time in which to do it, but we respect work/life balance.
- You will need to balance competing priorities.
- Some of our records and systems are old, but we are in the process of modernizing.
Competencies Required:
- Critical Thinking: Analytically and logically evaluating information, propositions, and claims

The Recruitment Process:
The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.
Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.
Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.
In the final review, candidates may clarify information already provided on their application. No additional work history, education, or certifications will be accepted. Any decisions made during this review process will be final.
For this recruitment, all qualified applicants will be invited to the structured interview (sometimes referred to as an Oral Exam). The tentative date of the structured interview is the week of July 8, 2024.
For some recruitments, more than one type of assessment may be used. Depending on the number of candidates who pass the first assessment (multiple-choice test, structured interview, writing exercise, performance exam) you may be asked to complete a secondary assessment before the recruitment is finalized. If a secondary assessment is scheduled, you will be notified by email with specific details. If a secondary assessment is not scheduled, department hiring interviews will occur during this time frame.
Candidates who pass each stage in the process will be placed on an eligible list.
