Purpose:
This position reports to the Director of Property Operations and has the responsibility of managing a portfolio of lease up properties, achievement of leasing goals, ensuring regulatory compliance and building strong collaboration and teamwork. Key areas of responsibility are: Fiscal Management, Compliance, Facilities Management, Risk Management, Resident/Applicant Management, Employee Management, Community Outreach, as well as Internal and External Partnering.
Your day to day
• Collaborates with Asset Management and Property Controller's group to ensure sound fiscal performance of properties
• Sets-up, organization and staffing of leasing offices to include location of commercial space
• Works closely with Facilities Management and staff to ensure that the integrity of the physical structures adhere to MidPen standards and policy regarding maintenance, safety and curb appeal
• Coordinates with Human Resources to ensure that employee retention rate is high and performance reviews are conducted in a timely fashion
• Serves as strategic MidPen liaison with local and state government agencies and partners
• Accountable for achievement of financial and occupancy objectives for portfolio
• Approves expenses, monitors accounts receivables, individual property cash flow and spending according to company policy
• Monitors lease up rent schedules and work with other departments to ensure they are meeting their schedules Ensures Monthly Lease up meetings are scheduled and leasing matrix is completed and reviewed by all departments
• Develops Performa, Lease up, and annual budgets for each property in liaison with Asset Management, Accounting and Community Managers
• Submits monthly variance reports on a timely basis, and completes periodic reports to lenders, investors and regulatory agencies
• Monitors property initial certification process and ensures compliance
• Stays abreast of all compliance and regulatory requirements (e.g. Fair Housing, HUD, TCAC, COS and ensure that property portfolio and staff are in total compliance; maintains property files in strict compliance with all regulatory requirements and all resident information is handled confidentially and in accordance with MidPen's policies)
• Achieves satisfactory on TCAC and other regulatory reviews, including initial review of all files
• Maintains current Certified Occupancy Specialist and Tax Credit Specialist certifications
• Ensures a preventive maintenance plan is established, executed and maintained for each property in liaison with Facilities; properties must be free of safety hazards and adhere to MidPen's policy and guidelines
• Ensures sites follows the company's preferred vendor policy, work orders are documented, and completed in a timely manner
• Oversees each property has an updated map of the location of all utility routings and cut offs (e.g., water, gas, sewer, electrical, telephone and TV); including meet or exceed curb appeal standards and maintains satisfactory performance on grading form.
• Develops and executes a security plan for each property with each Community Manager - emergency preparedness, safety rules and work principles and authority and accountability
• Adheres to MidPen's business ethics
• Identifies and resolves site security issues
• Conducts required monthly safety meetings and document attendance in accordance with OSHA & MidPen's policies
• Confirms Community Managers are reporting incidents and accidents within 24 hours to Incident Reports with appropriate documentation
• Assures site staff follows all procedures in the safety manual and assure all goals and objectives are met
• Manages each property has established, executed and continues to monitor a resident retention plan including orientation of new residents to building site, policies and procedures
• Ensures tenant complaints are handled diplomatically with timely resolution
• Ensures evictions are processed in compliance with regulatory guidelines, court orders and in adherence to MidPen policy guidelines
• Supports Community Manager enforces resident lease and house rules as needed
• Monitors the resident retention rate at each property
• Hires, trains and coaches Community Managers to achieve higher performance
• Conducts annual performance review and monitors staff performance; actively mentor and support staff career development plans
• Plans, organizes, leads and directs Community Managers
• Supports MidPen's problem by solving policy and process for resolving employee issues and work closely with Property Managers, Executive Team and Human Resources as needed
• Develops and executes marketing plan in liaison with Development team
• Performs other duties as needed
What you bring
• Bachelor's degree and five (5) or more years of relevant experience or combination of education and relevant experience
• Tax Credit Specialist and Certified Occupancy Specialist certification is required
• Possess four or more years of multi-family property management experience and a minimum of two years of affordable housing experience
• Must have at least four years of supervisory experience
• Proficient using Microsoft Word, Excel, Outlook and property management software such as MRI, Yardi or Boston Post Ability to perform business math calculations
• Knowledge and understanding of basic accounting skills
• Working knowledge of required building maintenance
• Ability to think strategically and tactically
•
• Strong employee coaching and mentoring skills
• Excellent written and verbal communication skills
