The San Francisco Office of Community Investment and Infrastructure (OCII) is seeking a Deputy Director-Programs & Projects to work on a variety of development matters through public-private partnerships in Transbay, Mission Bay, and Hunters Point Shipyard/Candlestick Point.  At full build out, these areas will provide almost 22,000 housing units, 14 million square feet of new commercial space, and over 400 acres of parks.  As the Successor Agency to the former San Francisco Redevelopment Agency, OCII is responsible for implementing enforceable obligations in these areas as well as winding down and transferring completed assets to the City and County of San Francisco and other parties.

 

BRIEF DESCRIPTION:

To plan, manage and direct a wide variety of diverse, but related, Agency programs and services under the administrative direction of the Executive Director; to develop, coordinate and approve the activities of assigned Agency staff in the areas of housing and development related to enforceable obligations approved under Redevelopment Dissolution Law; to support and supplement the liaison role of the Executive Director with City and County officials, outside organizations, groups and individuals in connection with Agency activities; to participate in project planning and design; to represent the Agency in complex negotiations; to provide assistance to the Executive Director in highly complex matters; and to perform related duties as required.

 

JOB RESPONSIBILITIES:

The following list of duties and tasks represents the primary job responsibilities:

  • Assist the Executive Director in managing and directing the activities of the Agency in implementing enforceable obligations and winding down redevelopment activities; provide direct supervision to assigned diverse, but related, services and programs including having major responsibility for development and housing production related to existing obligations.
  • Directs the timely development and implementation of Agency goals, policies, and strategic plans; and manages the allocation of resources levels to meet external and internal client needs.  
  • In partnership with Executive Management Team, develop, plan, and implement goals and objectives for reporting divisions consistent with the Agency's adopted organizational mission and structure; monitors the organizational structure, staff assignments, service levels and administrative systems required to accomplish a department's mission and objectives in an effective and efficient manner; and directs the identification and analysis of opportunities for service enhancements.
  • Working as a tightly integrated team with the Deputy Director of Finance & Administration, assist in developing and coordinating the Agency budget; review all budget proposals made by assigned areas of responsibility; recommend budgets to the Executive Director for inclusion in the proposed fiscal year budget; review and recommend budget adjustments to the Executive Director; and review expenditures/revenues for reporting department during the fiscal year.
  • Coordinate the efforts of program and development activities; act as intermediary between and among the functional units and ensure coordination of activities with all professional staff. Assist in resolving issues of conflict between project managers and technical and development/housing staff on priorities and programs, in addition to major policy, legal or directional issues.
  • Assist in the formulation of technical standards and procedures for the effective operation of the Agency.
  • Participate directly in complex negotiations with developers; coordinate complex activities and with a focus on resolving conflicts between the Agency, contractors, private developers, and the City to move projects forward.
  • Assist the Executive Director in the formulation of redevelopment programs and policies for presentation to the Agency Commission; prepare and supervise preparation of resolutions and explanatory memoranda placed on the agenda for Commission action and consideration. 
  • Direct, oversee and participate in the development of assigned department’s work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures; coordinate the work of assigned departments to ensure integration of functions and consistency of actions and policies.
  • Represent the Agency at hearings of official bodies, civic bodies and other groups providing testimony and advancing proposals, positions, and policies of the Agency.
  • Assist on matters of organization and higher-level personnel problems and transactions; review, interpret, develop, modify and implement Agency administrative policies and their application to specific situations in departments; prepare and present staff reports and other necessary correspondence for both internal and external purposes.
  • Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies.
  • Assist in maintaining an innovative, positive, high-morale, and equitable Agency work culture; build and maintain positive working relationships with co-workers, other Agency employees and the public.
  • Work collaboratively with executive management to develop and manage special projects.
  • Serve as Acting Executive Director in the absence of the Executive Director as assigned.
  • Perform related duties as required.

MINIMUM QUALIFICATIONS:

Minimum qualifications include any combination of experience and training that would likely provide the required knowledge and abilities.  A typical way to obtain the knowledge and capabilities would be:

  • Ten years of progressively responsible management and administrative experience preferably in urban economic development, planning, public administration, finance, housing production or sophisticated urban real estate activities, including three years of senior level administrative and management responsibility.  Prior experience working within an urban Redevelopment Agency or related government agency is highly desirable.
  • Equivalent to a Bachelor's Degree from an accredited college or university with major course work in planning, engineering, architecture, real estate, public administration, business administration, or a related field.  A graduate degree is highly desirable.
