OVERVIEW

Our client, Tahoe Donner Association (TDA), is seeking a dynamic leader to be their General Manager. TDA is one of America’s largest homeowner’s associations, with nearly 6,500 properties and 25,000 members (i.e. owners plus their families) enjoying over 7,300 acres in the Sierra Nevada mountains. Tahoe Donner (tahoedonner.com) is a diverse community that celebrates the Tahoe lifestyle and its passion for outdoor recreation. Located approximately 25 minutes from world-renowned Lake Tahoe, Tahoe Donner enjoys approximately 5000 acres of open space, a multi-use trail system of over 60 miles, and common area interspersed among the community homes. Tahoe Donner is well-recognized for its importance in the Tahoe area’s community and business affairs.

The Association operates a wide variety of recreational facilities and programs, including a world-class cross-country ski center, a beginner/intermediate ski hill, multiple restaurants, a championship golf course, an equestrian center, and a campground. These amenities are available for members, their guests, and the general public. Additionally, the Association manages other amenities for the exclusive use of the property owners and their guests, including a tennis complex, swimming pools, a beach club marina on Donner Lake, and a fitness center.

The Association operates from a solid financial base. Revenues across all funds total $37 million. Revenue is split between assessment revenue and revenue from operations (service fees, amenity access fees, etc.) at approximately $18.5 million each. 2024 operating fund expenses are budgeted at $26 million. Tahoe Donner carries $90 million in assets on the consolidated balance sheet. Of the more than 6,000 developed residential lots, approximately 80% are second homes. Being 92% built-out, new home construction continues. Dues are assessed on 6,473 lots. TDA employs 91 employees year-round and approximately 800 part-time and seasonal employees annually. The Association operates its own full-service vehicle maintenance, general maintenance, and forestry departments.

A premier common interest development established in 1970, Tahoe Donner is subject to the Davis-Stirling Common Interest Development Act, as well as its own governing documents, which include Covenants and Restrictions, Bylaws, Articles of Incorporation, and Association Rules and Policies. Additionally, Tahoe Donner is registered with the State of California as a Non-Profit Mutual Benefit Corporation, and with the IRS as a 501(c)(4) tax-exempt Social Welfare Organization.

Tahoe Donner’s Board of Directors is the governing body of the Association and is ultimately responsible for policy making and the oversight of its affairs. Made up of five volunteers, board members are elected by the membership, and serve staggered three-year terms. The Association has a number of volunteer member committees, including Covenants, Architectural Standards, Finance, Long-Range Planning, The Giving Fund (philanthropy), and Trails and Open Space.

The General Manager has full responsibility for the direction and management of the Association, including operational and tactical direction. The General Manager recommends strategic direction to the board of directors and is fully responsible for implementing strategic direction upon approval. The General Manager also has full responsibility for budget and financial management, amenity operations, covenants and architectural standards enforcement, facilities maintenance, and capital improvement. This challenging and high impact position works closely with and reports to the Board of Directors, serves as an important interface with members/homeowners/community, and leads TDA’s management team and staff. 

EXPECTED OUTCOMES It is expected that the General Manager will achieve the following within the first year:

* In the first two weeks, will have met with the staff and board members to begin developing core relationships and a general understanding of Tahoe Donner.
* In the first 30 days, will have attended standing committee meetings and met individually with committee leadership and key Tahoe Donner community members.
* In the first 45 days, will have met with key business partners and civic leaders.
* In the first 60 days, will have reviewed existing information about member satisfaction and value perceptions regarding Tahoe Donner amenities and services, plus have reviewed all business and governing documents.
* In the first 120 days, applying insights from the above activities and applying industry best practices, will be fully engaged in the 2024 Strategic Objective Focus areas: (a) amenity access improvement, (b) member value and strengthening the community, (c) planning, development and infrastructure, (d) organizational development.
* In the first six months, will have established a reputation as a strong leader and effective communicator.
* By the end of the first year,
1. Will be seen as leading Tahoe Donner with integrity, effectiveness, and the highest level of service.
2. Cultivating a dynamic, attractive, and enjoyable working environment.
3. Will have furthered the 5-Year Strategic Plan with the successful implementation of the 2024 Strategic Objectives and the development of the 2025 Strategic Objectives.

EXPERIENCE AND COMPETENCIES (priority order)
1. A minimum of ten years of multi-line management experience, and responsibility for a $10-15 million+ budget and staff of 90+ FTEs
2. Thoughtful communicator and sensitive listener with experience building and leading teams and working with diverse communities
3. Experience with or significant exposure to large homeowners associations, private clubs or other member organizations
4. Experience with commercial, municipal, or industrial capital projects, resort or recreational management, nonprofit or municipal management
5. Experience working with, for, or on a board (profit or nonprofit) 6. Experience with or exposure to land management and major capital projects

EDUCATION (priority order):
1. Undergraduate degree
2. Graduate degree or equivalent relevant experience preferred
3. Homeowners’ association credential or CAE credential desired at employment. If not in place, Tahoe Donner will support the General Manager in attaining an HOA-specific credential. Maintaining credentials is a condition of continued employment.

COMPENSATION AND INTERVIEW PROCESS
The compensation package includes a competitive base salary of $263,257 - $358,000 plus a discretionary bonus of up to 10%. Tahoe Donner offers a comprehensive benefits package including medical, dental and vision plans; a 401k employer match; and paid vacations, holidays, and sick time. The General Manager also receives a monthly vehicle stipend. Pre-screened, selected candidates will be invited to interview in Truckee, CA with the full board on Monday, March 4, 2024, with second interviews the following morning.
