Job Summary
The Development Project Manager is responsible for executing affordable and mixed-income housing developments from predevelopment through construction completion and stabilization, specifically supporting Evergreen Real Estate Group’s Western Region development platform. This role works closely with the Vice President of Development- West Region and cross-functional teams to ensure projects are delivered on time, within budget, and in compliance with all financing and regulatory requirements. The position focuses on execution and implementation of established processes and standard operating procedures across all phases of development. The role supports projects across Colorado and surrounding markets.

Key Responsibilities
Predevelopment & Project Coordination
  • Execute predevelopment activities in accordance with established SOPs 
  • Maintain and update development pro formas, budgets, and project schedules 
  • Coordinate internal and external stakeholders to support project progression 
  • Assist with site diligence, including management of third-party reports

Financing Applications & Capital Coordination
  • Support preparation and submission of financing applications (e.g., LIHTC, bonds) 
  • Coordinate with lenders, investors, and public agencies 
  • Assist in evaluating financing proposals 
  • Lead coordination efforts related to project closings

Design, Entitlements & Consultant Management
  • Manage consultants throughout design and permitting phases 
  • Coordinate entitlement processes and required approvals 
  • Ensure alignment of design with project budget and timeline 
  • Track consultant deliverables and manages payment processes

Construction Management & Execution
  • Oversee construction activities and participate in OAC meetings 
  • Monitor project schedules, budgets, and associated risks 
  • Manage change orders and maintain contingency tracking logs 
  • Oversee construction draws and capital call processes

Lease-Up, Stabilization & Operational Transition
  • Coordinate lease-up activities with property management teams 
  • Support transition of completed projects into operations 
  • Monitor occupancy, revenue performance, and compliance requirements

Community & Stakeholder Engagement
  • Assist with engagement efforts involving municipalities and stakeholders 
  • Attend community meetings and project presentations 
  • Maintain positive relationships with community members and organizations

Systems, Processes & SOP Implementation
  • Implement SOPs across all development phases 
  • Maintain project documentation and reporting systems 
  • Support ongoing process improvements 
  • Ensure consistency and standardization across projects

Education & Experience
  • Bachelor’s degree required; master’s degree preferred
  • Minimum of 5 years of relevant professional experience
  • Prior experience in multifamily housing development required
  • Experience with affordable housing financing programs (e.g., LIHTC, HTC, HOME, CDBG, NSP, HOPE VI, FHA) strongly preferred

Licenses & Certifications
  • Valid driver’s license 

Technical & Physical Skills 
  • Strong financial and analytical capabilities, including proficiency in Excel modeling (VBA/Macros a plus)
  • Advanced knowledge of Microsoft Office (Excel, Word, PowerPoint)
  • Experience with Adobe Suite for RFP/RFQ submissions and marketing materials
  • Ability to manage multiple projects, documents, and deadlines simultaneously
  • Ability to travel regularly to project sites and attend meetings across the Western Region

Other Requirements
  • Ability to travel to project sites within a 3–4 hour radius of Denver
  • Must be based in or willing to relocate to Denver, Colorado
  • Willingness to travel by air and stay overnight as needed based on project location
  • Ability to lead and coordinate diverse teams, including design and construction professionals
  • Strong understanding of development processes from predevelopment through stabilization
  • Ability to manage complex, multi-phase projects with numerous stakeholders and regulatory requirements

Work Environment & Physical Demands 
This role operates in both office and on-site environments across the Western Region, primarily based in Denver, Colorado. Regular visits to active construction sites are required, which may involve exposure to outdoor conditions, uneven terrain, noise, and dust, with appropriate PPE as needed. The position requires periods of sitting, standing, and walking, as well as the ability to navigate construction sites. Occasional lifting of up to 50 pounds may be required. Frequent computer use is expected. Travel is required, including driving to sites within a 3–4 hour radius of Denver and occasional overnight travel.
