Job Description
Are you a self-starter, full of initiative and experienced in managing high profile leasing and property management projects? If so, then consider joining the Leasing and Property Management team of the Real Estate Branch within Financial and Corporate Services as a Property Management Officer. This position reports to the Supervisor of Leasing and Property Management in support of various City of Edmonton projects.
The primary duties of the position include:

Provide leasing services that will include sourcing and leasing space and/or facilities from the private market to support City staff accommodation and special purpose requirements including leasing City owned properties to support other City initiatives including leasing to not for profits, agricultural leasing and special event leasing

Assist other City departments and Civic agencies in determining rental rates, terms and lease provisions

Negotiate lease terms and set market rents that reflect current market rates and to provide the City of Edmonton with the best value.

Prepare Offers to Lease and corresponding lease or license documents, renewal documents, termination and surrender documents, estoppel certificates, and assignments as necessary for commercial, industrial, retail, non-profit, and other special purpose use

Contract administration and engage in all operational activities including accounts receivable / payable payments, operating cost reconciliation, maintenance coordination, and other special projects

Coordinate efficient operation of City-owned and leased facilities including maintenance, janitorial, security, life safety measures, utilities, voice and data systems, minor renovation and base building projects to support Civic initiatives while ensuring that all facilities operate in accordance with City policies and procedures

Review and provide input into the planning and implementation of accommodation and base building projects as necessary to ensure scheduled completion and that budget parameters are met

Preparation of reports, and briefing notes for submission to senior management and City Council related to leasing and property management activities

Review information and coordinate property turnover in advance of property acquisitions or sales, work with acquisitions department to receive acquired properties and land and complete turn over to Leasing and Property Management administration

Liaise and coordinate services for leased facilities with various City departments such as Law Branch, Risk Management, Facility Maintenance, Engineering services

Use inventory, financial, and property management computer systems (POSSE, TACS, SAP, TRIRIGA) for entering and managing lease data, budget administration, invoicing, coordination of local improvement charges, and review of tax responsibilities
Qualifications:

Certified Property Manager (CPM) or Real Property Administrator (RPA) designation and completion of a 2 year diploma program in Business Administration or a closely related discipline

Degree in Commerce or a related discipline and course work toward a CPM or RPA may also be considered

3 years of progressively responsible Commercial Property Management experience with emphasis on commercial leasing

Working knowledge of commercial leasing and facility or asset management are requirements

Knowledge of space programming, computer aided facility management (CAFM) systems, construction, project management, and feasibility studies are assets

Ability to work in a municipal government setting as well as understanding corporate structure and interdepartmental relationships

Good judgment as well as excellent written and verbal communication skills in dealing with internal and external customers, contractors, consultants, real estate agents, boards, authorities, and other community organizations

Decision making, multitasking, attention to detail, and analytical skills
-
Ability to project manage including effective time management and coordination practices

Proficient in Microsoft Suite or Google Applications and the ability to learn new programs/software quickly

Knowledge of POSSE, SAP, TACS, and TRIRIGA is an asset to the position

Strong negotiation skills and the ability to professionally manage difficult situations while achieving results and maintaining relationships

Valid Alberta Class 5 driver's licence (or provincial equivalent). Must arrange own transportation to be reimbursed in accordance with City of Edmonton policy. This may require business auto insurance

Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
