Asset Manager (Facilities Senior Planner)

Job Description

This position resides in the Asset Management program within the Department of Enterprise Services' Facility Professional Services Division.  This position performs senior level professional asset management duties. Supervises property managers assigned to facilities in Thurston County.  Facility assignments are subject to change as needed under the direction of the Supervisor.

This position directly impacts the DES mission by providing the tenants in the DES-owned facilities with safe, well-maintained, functional buildings and grounds while protecting, preserving and providing wise stewardship of these valuable state resources, through policy and financial oversight, leasing, capital planning and tenant customer service.

Some of what you will be doing includes leading a team of up to five Facilities Planners responsible for the care, and custody, and financial performance of a portfolio of buildings and property on the Capitol Campus and within Thurston County. Meet with assigned staff regularly; provide guidance on tenant concerns, leasing and contracting issues, and project changes, as needed. Develop processes to clearly define performance expectations. Develop and manage the annual operating budget for assigned properties.  Review operating financial statements, to include direct maintenance and utility, staff costs, debt service and other indirect costs, to maintain a positive balance budget position. Assist in development of agency ten-year capital plan and master plan.  Develop and oversee capital budget requests for building improvements and restorations. Responsible for the development and prioritization of project scope, schedule and budget for project requests. Assist with oversight of the scope and budget for approved projects, as needed.
