Job Description
Rocca Development is a boutique developer and land use consultancy, tackling uniquely challenging projects inclusive of multifamily, affordable, mixed-use, subdivisions, and luxury estate custom homes in hillside and coastal zones.
The ideal individual would have 4-7 years of experience in the research, development, and management of entitlement/permit applications for new and existing development projects (land use, zoning, easements, building permits, and coastal permits) within the regional Los Angeles marketplace.
Must have a strong understanding of local city planning, municipal codes, state and governmental regulations and general conditions of approvals to ensure compliance, successful permitting and construction of commercial and/or residential new construction projects.
The Real Estate Development Manager will be tasked with the responsibilities to lead the permitting process, interface with local representatives, provide direction to engineers, designers and other corporate departments in application requirements/design and oversee the preparation of applications for submittal.
You will be the face of the company at the local level in fostering key relationships with governmental officials / consulting agencies and conducting presentations to maintaining rapport for the effective approval of applications.
- Responsible for overseeing development projects using 3rd party consultants and supporting development staff
- Assist in negotiations for land/zoning approvals with local approving authorities
- Effectively control and negotiate project costs through the use of job cost reports
- Complete land development projects on time and on budget
- Maintain an in-depth knowledge of current and proposed legislation impacting development at the local and state levels
- At least 4 years experience with building permit processing at the City of Los Angeles , County of Los Angeles, (optional), City of West Hollywood, City of Culver City, City of Long Beach, and other agencies in the greater Los Angeles area.
- Experience with ZIMAS is REQUIRED.
- Must have basic understanding of the zoning code, general plan, specific plan, height district, FAR, density,
- transitional height, etc.
- Basic knowledge of variance, zoning adjustment, design guidelines, and overlay districts.
- Must be familiar with new construction of single family, multifamily, small lot subdivision, elder care, affordable
- housing projects.
- Ability to read/understand architectural and engineering drawings is a MUST.
- Experience with assembling soft costs budget estimates for new development projects is REQUIRED.
- Experience with Gantt Chart timelines is PREFERRED.
- Participate in the BIA Government Affairs initiatives so as to stay current on local policies and ordinances affecting the housing industry
- Support Development team as necessary
Summary of Qualifications & Requirements:
- Previous Public Agency experience is STRONGLY PREFERRED.
- 4-7 years of experience in Development, Construction, Engineering, Architecture, or related discipline.
- Strong communication and organizational skills
- Some experience in the analysis, acquisition, entitlement, development, and marketing of residential land is an asset
- Experience in the residential real estate industry, in particular, multi-family residential and single-family subdivision projects in the L.A market is an asset
- An understanding of and familiarity with the planning and engineering approval process
- Understanding of budgeting, cash flows and financial analysis for real estate
- Education and/or background in urban planning or architecture is an asset
- Knowing your way around a construction site as well as financial statements is essential
- Experience in reading and understanding consultant’s drawings (architectural, landscape, mechanical, electrical, etc.) is an asset
Job Type: Full-time
Base salary: $65,000.00 - $95,000.00 per year plus discretionary.
