Director of Property Management
Reports to Chief Executive Officer (CEO)
Specific Functions:
· Oversee a team of district managers and property managers on an 8,000+ unit portfolio of majority tax credit and rent stabilized apartments, some market rate units included.
· Develop and administer Standard Operating Procedures (SOP) for site management offices, recertification and billing departments, purchasing department, property operations and risk management department.
· Manage operational reporting requirements to a diverse group of owners and ensure all ownership reporting needs are being met.
· Ensure compliance with work order, turnover and other maintenance standards by all property and district managers
· Verify software technology is in place to adequately provide oversight and monitoring in all required areas
· Conduct periodic internal reviews or audits to ensure that compliance procedures are followed
· Conduct in-house quality assurance by auditing policies, processes and procedures ensuring compliance with HUD regulations, IRS Code, state and local laws.
· Disseminate written policies, processes and procedures related to compliance activities
· Maintain documentation of compliance activities, such as complaints received or investigation outcomes. Consult with corporate attorneys as necessary to address difficult legal compliance issues.
· Draft and finalize management company questionnaires and due diligence forms when attaining new business or if owners are refinancing a property currently in the management portfolio
· Oversee new management takeovers when the company signs new management contracts and oversee termination of management duties for outgoing clients.
· Conduct or direct the internal investigation of compliance issues
· Vendor Management – Ensure vendor certificates of insurance are valid and meet necessary requirements
· Work with the on-site management, On-site Technical Manager and maintenance staff to ensure that the property meets local code requirements
· Code Compliance
o Scheduling required regulatory inspections with various agencies (HUD, HPD, DHCR, etc.)
o Ensure On-site Management is properly tracking and addressing code violations
o Oversee the establishing of processes and procedures for reporting and eliminating code violations in a timely and efficient manner
· Prepare necessary documentation for the removal of code or environmental violations
· Collaborate with Human Resources Department and operations personnel to ensure the implementation of consistent disciplinary action strategies in cases of compliance standard violation
· Coordinate with department heads to ensure employees receive training on compliance related topics, policies and procedures.
· Provide assistance to internal or external auditors in compliance reviews.
· Keep informed regarding pending industry changes, trends and best practices and assess the potential impact of these changes on organizational processes.
