As a growing organization, we are seeking a highly capable Development Manager who can take ownership of complex projects, work independently, build teams, and navigate challenges with confidence and creativity.
The Development Manager will serve as the lead on multiple affordable housing rehabilitation projects from concept through completion. This role is ideal for a seasoned Development Manager who thrives in environments where autonomy, initiative, and problem-solving are essential. The Development Manager will oversee all aspects of development including acquisition, financing, entitlements, design coordination, construction oversight, and compliance with funding and regulatory requirements.
Key Responsibilities
- Lead the full development life cycle for affordable housing rehabilitation and ground up construction projects, ranging from early feasibility through construction completion and stabilization.
- Independently manage project schedules, budgets, consultant teams, and financing structures.
- Navigate issues proactively, offering solutions and maintaining project momentum with minimal oversight.
- Coordinate closely with architects, contractors, public agencies, lenders, investors, lawyers, and community partners.
- Prepare and submit funding applications for tax-exempt bonds, LIHTC, local housing programs, and other sources.
- Negotiate contracts, manage due diligence, track compliance milestones, and ensure timely closings.
- Represent Impact Development in meetings with government agencies, community groups, and financial partners.
- Support long-term asset planning and handoff to operations teams as projects transition from construction to stabilization.
Qualifications
- Minimum 10+ years of experience in affordable housing development, rehabilitation, mixed-finance projects, or related fields.
- Proven track record leading affordable housing development deals, including closing financing with public and private sources.
- Strong understanding of tax-exempt bonds, LIHTC, local and state funding programs, and affordable housing regulations.
- Demonstrated ability to work independently in a small-team environment and manage multiple projects simultaneously.
- Excellent interpersonal skills—capable of communicating clearly, building trust, and managing relationships with diverse stakeholders.
- Strong analytical, financial modeling, and project management skills.
- Ability to troubleshoot issues, adapt to changing conditions, and maintain forward progress with limited supervision.
