OVERVIEW

The Judicial Council of California is accepting applications for the position of Principal Manager II (Deputy Director) for the Facilities Services office. 

The Principal Manager will serve as second-in-command and assume primary management responsibility and accountability for achieving the Director’s objectives for internal operations, programs, committees, personnel, report deliverables, and responses to inquiries from the Judicial Council Executive Team. The Director and Principal Manager will work closely to achieve cohesive operational alignment and external outreach to address complex and changing needs and priorities of the office.

 

Under the general direction of the Facilities Services Director, the Principal Manager manages and directs day-to-day oversight and delivery of facilities projects and programs within the Facilities Services office. This position performs all the duties necessary to oversee, guide, and manage the program and personnel implementing the statewide facilities program including Project Management, Facilities Operations, Program Accountability and Services, Real Estate, and Emergency Planning and Security Coordination.

 

The Principal Manager directs managers and staff in the development and implementation of statewide initiatives, protocols, processes, and/or procedures. The Principal Manager is responsible for working with all levels of staff on all project issues and can represent the Judicial Council of California (JCC) and Facilities Services office with local courts. This position will have advanced knowledge of principles, practices, and techniques of capital program, project and construction management, facilities operation and maintenance, fiscal and risk management, real estate management, emergency planning and courthouse security, and knowledge associated with the state budgeting processes.

The successful candidate will be expected to work in the San Francisco or Sacramento office.

RESPONSIBILITIES

·       Oversight of the Project Management unit:

-      Provides strategic management and direction to the program and project management managers implementing the capital and major renovation projects;

-      Develop policies and procedures for project and program management;

-      Provide technical input to project architects/managers, planners, attorneys, and various other professionals, as required;

-      Directs the preparation and provides oversight and maintenance of project schedules, budgets, and quality control objectives;

-      Support to the Court Facilities Advisory Committee, including overseeing all analyses presented to the committee.

·       Oversight of the Facility Operations unit;

-      Provides strategic management and direction to the Facility Operations managers implementing the maintenance and operations program;

-      Develops policies and procedures for maintenance and operations programs;

-      Provide technical input to Facility Operation managers, attorneys, and various other professionals, as required;

-      Provides oversight of maintenance and operations program schedules, budgets, and quality control objectives;

-      Support to the Trial Court Facilities Modifications Advisory Committee, including overseeing all analyses presented to the committee.

·       Oversight of the Program Accountability and Services unit:

-      Provides strategic management and direction to the Program Accountability and Services managers supporting the program;

-      Develops policies and procedures for accountability and service programs;

-      Provide technical input to Program Accountability and Services managers, attorneys, and various other professionals, as required.

·       Oversight of the Real Estate unit:

-      Provides strategic management and direction to the Real Estate manager;

-      Develop policies and procedures for real estate;

-      Provide technical input to Real Estate manager, attorneys, and varios other professionals, as required;

-      Provides oversight of real estate program schedules, budgets, and quality control objectives.

·       Oversight of the Emergency Planning and Security Coordination unit:

-      Provides strategic management and direction to the Emergency Planning and Security Coordination;

-      Develop policies and procedures for Emergency Planning and Security Coordination;

-      Provide technical input to Emergency Planning and Security Coordination supervisor, attorneys, and various other professionals, as required;

-      Support to the Court Security Advisory Committee, including overseeing all analyses presented to the committee.

·       Staff Management:

-      Manages and supports staff responsible for statewide facilities program. Provides guidance and support in the selection of consultants and guide the negotiation process and execution of agreements:

-      Directs and manages project and program reporting and administration including personnel supervision and management, education and training;

-      Prepare job performance management and reviews.

 

 

MINIMUM QUALIFICATIONS

Bachelor’s degree, preferably in architecture, engineering, building engineering, or construction management, and seven (7) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least three (3) years of increasingly responsible management experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

PAYMENT & BENEFITS

$12,434.00 - $15,543.00/month per month

(Starting salary will be $12,434.00 per month)
