Description
Hanover is looking for a highly-motivated Site Development Manager who will report to the Industrial Division President. The SDM will be part of a team responsible for assessing the viability of new development sites, due diligence on land acquisitions, and land use approvals & entitlements.
Additional areas of responsibilities will include, but not be limited to, the following:
- Site Feasibility/Layout - Review jurisdictional zoning, general plans, specific plans and design guidelines. Develop site plans that fall within guidelines and that balance functionality with maximum site coverage.
- Environmental - Collaborate with Pre-development department to: 1) review public and provided data to characterize environmental risk of potential land acquisitions; 2) develop strategies to assume environmental obligations if warranted; 3) underwrite cost of solutions and bracket the cost of risk; 4) work with external consultants to balance creative solutions with risk; and 5) negotiate work plans and prescriptive or protective agreements.
- Securing Deals - Participate in buyer interviews providing important perspective on Hanover’s understanding of the site challenges and ways to tackle them.
- Relationships - Develop and maintain strong external relationships that are beneficial for cooperation and problem-solving during design and entitlement. These include city staff and elected officials, community leaders, lobbyists, consultants, attorneys, union leaders
- Land Acquisition
- Manage the due diligence process, coordinating both internal and external resources.
- Identify issues/risks and propose mitigations and solutions.
- Determine feasibility of desired development by assessing the following: governing agency requirements; required municipal approvals; environmental conditions and situations; utility service availability; fees; geotechnical investigations; natural and cultural resource impacts; required offsite improvements; Right-of-Way issues; traffic impacts; mass grading and significant site issue evaluations; drainage plans; planning and zoning classification; survey, title; other relevant information.
- Work with project managers to develop anticipated project schedules – from entitlement to construction completion, including detailed permitting process.
- Provide information upon which to base preliminary budgets
- Provide content for Investment Committee Memos
- Entitlements - Support and assist Development Partner in the entitlement process for new land acquisitions. Responsibilities include:
- Entitlement process negotiations - level and type of studies, concessions and conditions
- Manage architects and civil engineers (under direction of the Development Partner) through application process
- Work with project managers to address design concerns
- Assist in interface with city council, planning commissioners or other jurisdictional influencers to ensure project support. Promote the Company as a positive corporate citizen.
- Assist in Preparation and presentation to planning commission / city council
- Negotiate with environmental groups or other project opponents
- Participate in community outreach/meetings where appropriate
- Maintain project entitlement schedules
- Be an office leader in staying on top of regulatory or municipal changes, trends and events that could affect our projects or pursuits
- Support the Design Process - Work with engineers and architects to ensure any relevant entitlement commitments are incorporated into the building design.
- Proposal (RFP) Responses - Work with the leasing and project management teams to respond to tenant RFPs, ensuring the intended use is in line with entitlements
- Building Acquisition - Assist acquisition team with site related issues, including title/survey coordination and review; site development or zoning issues review; physical inspections; environmental consultant coordination.
Requirements:
- Minimum of 7-10 years of relevant experience required. Experience in an industrial real estate environment strongly desired.
- Relevant work experience as entitlement manager, planning manager, real estate development manager, land use project manager, architect or permitting specialist
- Knowledge of state environmental regulations.
- Ability to lead entitlement efforts for land use approvals pursuant to compliance with zoning regulations and ownership requirements.
- BS Degree in Civil or Environmental Engineering, Architecture, Planning, Urban Planning, Public Policy, Real Estate, Law, or related field.
- Possess strong initiative and effective organizational skills.
- Creative and enthusiastic approach to solving issues.
- Willingness to train or supervise associates.
- Attention to detail, and ability to multitask and prioritize workload.
- Ability to establish and maintain relationships and interact with various levels of professionals inside and outside of the company.
- Proficient working with MS Office Suite to include Word, Excel, PowerPoint and Outlook.
- Excellent written and verbal communication skills.
